WA Fuel RefundPrivacy policy

This policy explains how the WA Fuel Refund app and the website www.wafuelrefund.com (together, the "Service") handle information. The Service is provided by Orca Labs LLC ("Orca Labs", "we", "us").
The short version
- The app doesn't need an account, and we don't run a server that stores your data.
- Your receipts, claims and details stay on your phone.
- When you file, the app sends your claim to Washington's Department of Licensing (DOL), the same as filing by hand.
- We don't currently collect usage data, we don't show ads, and we never sell your information.
Information stored on your device
The app stores the following only on your phone, in the app's private storage:
- Receipt photos you take or choose, and what's read from them (date, total, gallons, fuel type).
- Your claims: which receipts were claimed, when, and DOL's confirmation number and refund amount.
- Details you enter: boat registration number, name and phone number, used to fill in your claims.
- Which License eXpress account you connected (its account number and name as DOL shows them), and the last four digits of the bank account DOL shows for direct deposit, if any.
If you choose to save your License eXpress sign-in, your username and password are stored in your iPhone's Keychain, on that device only, and are filled in on DOL's sign-in page after Face ID or your passcode. They aren't sent anywhere else.
We can't see any of this information. It may be included in your phone's own backups (for example iCloud Backup) if you have them turned on; those are governed by your backup provider.
Information sent to others
- Washington State Department of Licensing. The app downloads DOL's published fuel tax rates from dol.wa.gov. When you file a claim, connect a refund account or set one up, the app opens DOL's License eXpress website inside the app and, for claims, fills in the claim and attaches your receipt photos and a spreadsheet of your receipts. That information goes to DOL, as it would if you entered it yourself, and DOL's own privacy policy and Washington public records laws apply to it.
- Apple and Google. If you download the app from the App Store or Google Play, they may collect information under their own privacy policies (for example download counts and crash reports you agree to share with developers).
- Email. If you email us, we receive your email address and whatever you include, and use it only to reply and help you.
We don't currently receive any usage data, analytics or diagnostics from the app. If we add them (for example anonymous usage counts, or diagnostics you choose to send when you need help), we'll update this policy to describe exactly what's collected before the app starts collecting it.
Camera, photos and Face ID
The camera is used only to photograph receipts, and photos you pick from your library are used only as receipts. Text is read on your phone. Face ID is handled by iOS; the app never receives your face data.
The website
www.wafuelrefund.com is a static website hosted by GitHub Pages. It doesn't use cookies, analytics or trackers. GitHub may log technical information such as IP addresses to operate and secure its service.
How long information is kept
Information on your phone is kept until you delete it in the app or delete the app. Emails you send us are kept as long as needed to help you and then deleted within a reasonable time.
Security
Your information stays on your device, protected by your phone's own security. Saved sign-ins use the iOS Keychain, limited to this device and only available when it's unlocked. Connections to DOL use HTTPS. No method of storage or transmission is completely secure, so please keep your phone locked.
Your choices and rights
You can view, edit or delete any receipt in the app, export your receipt photos from Settings, and delete the app to remove everything it stores. Since we don't hold your app data, there's nothing for us to access or delete on our side, apart from emails you've sent, which you can ask us to delete. Depending on where you live, you may have other privacy rights; contact us to exercise them.
Children
The Service is meant for adults who own and operate boats. It isn't directed at children under 13, and we don't knowingly collect their information.

WA Fuel Refund and Orca Labs LLC aren't affiliated with, endorsed by or acting for the Washington State Department of Licensing.
Changes to this policy
If we change this policy, we'll update the effective date above, and for significant changes we'll also say so in the app before the change takes effect.
